에셜론(Echelon)의 정신통제 기술 및 피해사례
1. 서론 첩보위성의
정신통제(mind control)1) 기술을 이용하여 생각 읽기, 생각통제, 비합의적
실험과 고문 등 민간인 피해가 미국 주도하에 세계 각처에서 일어나고
있음이 공식, 비공식적으로 보도되고 있습니다. 아울러 이러한 정신통제
기술에 피해를 입은 희생자들과 인권운동가들이 정신통제 기술 금지를
위한 국제적인 운동을 벌이고 있습니다.
2. 전세계적 도감청망 에셜론(Echelon) 에셜론(Echelon)은
미국주도로 상업적이고 또 정치적인 목적에 이용되기 시작한 국제적인
도감청통신망인데 우리나라도 일본과 함께 제3카테고리 가입국으로 되어
있다고 합니다. 2000.
2. 3. 미국 조지워싱턴대 국가안보기록보관소가 정보공개법을 통해 입수해
자체 웹사이트(http://www.gwu.edu/~nsarchiv/)에 극비 감청시스템 에셜론(Echelon)의
2종 비밀문서를 공개하였습니다. 2000. 03. 08. 제32차 정부언론외래어심의공동위원회 결정사항 중에서도 에셜론(echelon)을 미국이 주도하는 세계적인 위성통신 감청망이라고 밝히고 있습니다. 6) 첩보위성은 센서(sensor), 카메라, 레이다에 의한 휘도 보정과 실시, 컴퓨터에 의한 전자동적으로 즉시 처리되는 것으로 알려졌다. 다양한 스펙트럼의 특성대를 적용하여 개별적으로 또는 동시에 목표물에 대한 확대된 정보를 수집할 수 있다. 7) 8) 미국의 범세계 감청망인 에셜런의 존재가 유럽의회에 의해 공식적으로 확인됐다고 영국 일간 가디언이 26일 보도했다. 가디언은 유럽의회가 이번주중 발표할 보고서를 인용, 에셜런은 1947년 미국과 영국 캐나다 호주 뉴질랜드 등 앵글로색슨 국가들이 체결한 비밀조약의 일부라며 이같이 전했다. 에셜런의 존재가 공식적으로 인정되기는 이번이 처음이다.이들 5개국 정보기관은 슈퍼컴퓨터를 이용해 도청결과를 서로 교환하고 있으며, 도청은 영국 노스요크셔 멘위드 힐에 있는 미군기지와 노웬스토의 영국 통신정보부 감청기지 등에서 이뤄진다고 보고서는 밝히고 있다. 보고서는 에셜런이 냉전시대에는 군사 및 외교 통신이었지만, 이제는 훨썬 더 정교해진 컴퓨터의 도움으로 산업, 상업 분야의 표적과 일반 개인들로 대상이 바뀌었다고 지적했다. 9)
3. 에셜론(Echelon) 제 3가입국 미국 조지워싱턴대 국가안보기록보관소 선임 펠로우(senior fellow) 이자 특별 고문인 Jeffrey T. Richelson, Ph.D.과 에셜론 전문기자인 Duncan Campbell에 의해 우리나라도 일본과 함께 제3가입국으로 되어있다는 것을 참고문헌과 기사를 통해 알 수 있습니다. 10) 2000. 10. 20. 2000년도 국정감사 과학기술정보통신위원회회의록과 2000. 03. 20. 중앙일보에도 우리나라가 에셜론 제3가입국임을 언급하고 있습니다. 11)
4. 에셜론(Echelon)과 개인정보 보호에 관한 법제도 우리나라는 모든 국민이 사생활 자유와 통신 비밀을 침해받지 않는다는 헌법 17조와 18조 규정에 따라 1993년 금융실명거래 및 비밀보장에 관한 긴급재정명령, 1993년 통신비밀 보호법, 1994년 공공기관의 개인 정보 보호에 관한 법률, 1995년 전산망 보급 및 이용촉진에 관한 법률, 신용정보의 이용 및 보호에 관한 법률, 전기통신 사업법 등을 제정하고 있다. 12)
5. 에셜론(Echelon)에 대한 국제 동향 ① 프랑스 프랑스 변호사들이 세계적 비밀감청망 ‘에셜론(ECHELON)’을 운영해온 미국과 영국 정부를 상대로 집단 손해배상 청구소송을 제기할 방침이라고 영국 일간지 더 타임스가 10일 보도했다. 프랑스 변호사들은 에셜론이 프랑스 회사 외교관 각료들의 교신을 불법감청한 혐의를 들어 소송을 준비중이다. 세계 최강의 비밀 감청망 에셜론의 존재는 지난주 비밀 해제된 미국 국가안보국의 비밀 문서에서 확인됐다. 13) ② 오스트레일리아의 폭로와 유럽의회 보고서 에셜론에 관한 방대한 보고서가 그 전에 없었던 것은 아니다. 오스트레일리아의 폭로 외에도 98년 유럽의회 산하 ‘과학기술정책평가기구’는 에셜론의 활동을 구체적으로 기술한 두개의 보고서를 발간했다. 14) 어마어마한 양의 증거를 제시한 이들 보고서는 그동안 에셜론의 위험성이 지나치게 낮게 평가되었을 가능성이 높다고 지적했다. 또한 에셜론이 근본적으로는 ‘일반시민’을 겨냥해 왔다고 주장했다. 15) ③ 독일 미국은 남부 독일 바이에른의 바드 아이브링에 53년간 설치-운영해 오던 세계 최대규모의 첨단 통신감청 시스템인 '에셜런' 기지를 폐쇄하기로 결정했다고 독일 일간지 디 벨트가 보도했다. 에셜런은 미국이 영국,캐나다,호주,뉴질랜드와 함께 1948년부터 공동으로 운영해온 비밀 통신도청 시스템으로 미국 국가안보국(NSA)과 중앙정보국(CIA)이 지난 20여년동안 산업정보를 수집하기 위해 이용해왔다. 최근 에셜런의 정체가 드러나자 유럽 의회는 특별위원회를 구성, 9개월동안 조사를 벌였다. 그 결과 에셜런이 유럽각국 기업체의 정보를 수집해 미국 기업관련 기관에 제공해 왔음을 확인하고 유럽 기업에 전화와 팩스,전자우편 등을 통해 교환하는 기업 정보가 도청되지 않도록 주의를 환기시켰다.16) ④한국 미국이 캔두 원전 3기 건설문제를 1991년 캐나다와 협상할 당시 미국과 영국이 주도하는 전세계 도.감청 시스템인 에셜론에 의해 이상옥(李相玉) 당시 외무부장관이 도청당했다는 의혹이 제기됐다. 파이낸셜 포스트는 98년 2월 28일자 '비밀 건져올리기-경제정보 수집은 첩보원들에게 새로운 일터' 라는 제목의 기사에서 캐나다 정보기관 CSE의 암호해독 요원인 제인 쇼튼의 폭로내용을 실었다. 쇼튼은 이 기사에서 "나는 92~93년 북미자유무역협정(NAFTA) 협상 때 멕시코 무역대표를 도청했다. 그리고 91년 한국 정부와 60억원 상당의 캐나다형 캔두 원전 3기 건설문제를 협상할 때 한국 외무부장관을 도청한 적이 있다" 고 주장한 바 있다.17) ⑤ 미국 세계 스파이단 "에셜론" 미의회서 조사(1999. 12. 16. 미국/캐나다) [워싱턴 AP〓연합]미 의회는 국가안보국(NSA)의 세계적 감청시스템인 "에셜론" 프로젝트에 대한 조사를 하기로 했다고 한 의회소식통이 밝혔다. 익명을 요구한 하원 정부개혁위원회의 한 관계자는 "의회는 도청문제에 대해 철저한 조사를 하기로 했다" 고 말하고 이번 조사의 목적은 국가안보국이 영국.캐나다.호주.뉴질랜드 등 인근 국가의 정보기관과 연결한 비밀 정보수집망인 '에셜론' 을 통해 감청활동을 해왔는지를 밝히는 것" 이라고 말했다. 이관계자는 조사시기는 의회가 끝나는 다음달 24일쯤이 될 것이라고 덧붙였으나 "지금 당장 구체적으로 무엇을 할 것인지는 아무 것도 결정되지 않았다" 고 밝혔다. 에셜론 프로젝트는 미 국가안보국이 세계의 전화.팩스.E메일.무선통신 정보를 위성을 통해 취합.분석하는 정보감시망으로 지난해 1월 유럽의회가 이의 존재를 폭로해 파문을 불러일으켰었다. 유럽의회는미국과 인근 국가의 정보기관들이 유럽의 회사와 시민들의 전화 등을 도청해 프라이버시 침해와 기업정보 유출 문제를 야기하고 있다고 주장했다.18)

7. 첩보위성의 마이크로웨이브 발신 행위와 정신통제 기술(microwave and mind control technology) 21) ⑴ 정신통제(mind control) 의의 시민들이
첩보위성의 센서, 카메라, 레이다 시스템을 이용한 최첨단 기술의 의한
은밀한 생각, 지각, 행동 통제를 위해 선택되어 지는 세계적인 프로그램.
원격지에서 유도된 통증과 인위적인 질병 증상들이 수반되며, 선택된
피해자의 인생의 모든 면을 끝이 없이 파멸로 이끈다. 예를 들어 정신적
신체적 건강, 소유물, 재정, 직업, 인간관계.22) ⑵ 정신통제 기술의 증상 23) ① 마이트로웨이브 청각(Microwave hearing) : 외부로부터 두뇌에 음성을 전송. 피해자가 된 개인을 제외한 다른 사람은 음성을 들을 수 없다. ② 잠재의식적으로 특정한 명령을 전송(transmission of specific commands into the subconscious) ③ 시각 장애(Visual disturbances), 시각적인 환상(visual hallucinations) ④ 전자기파를 이용한 뇌에 말과 숫자 주입(Inject words, numbers into brain via electromagnetic radiation waves) ⑤ 감정 조작(Manipulation of emotions) ⑥ 원격 생각 읽기(Reading thoughts remotely) ⑦ 인체 신경에 통증 야기(Causing pain to any nerve of the body) ⑧ 우주로부터 인간 행동의 원격 조작(Remote manipulation of human behavior from space) ⑨ 머리위를 날아가는 헬리콥터와 같은 괴롭힘, 스트레스 증상(Harassment, stress symptoms such as helicopters flying overhead) ⑩ 카메라 기능과 같은 눈을 통해 보는 것(Seeing, as in a camera, through your eyes, i.e. to see what you see exactly) ⑪ 수면 패턴의 통제(Control of sleep patterns) ⑫ 뇌와 컴퓨터를 이용한 통제와 의사소통(Computer-brain interface, control and communication) ⑬
기억 회복, 성격 주입과 같은 두뇌의 복합적인 통제(Complex control
of brain such as retrieving memories, implanting personalities) ⑶ 정신통제의 피해자와 희생자 미국 CAHRA(Citizens Against Human Rights Abuse)라는 시민단체의 보고에 따르면 정신통제 희생자와 피해자들이 적어도 1700명 정도 있다고 합니다. 24) "지옥같은
생활이었다"고 정신 통제 피해자들은 말하고 있습니다.25) ⑷ 극비 인간 실험의 역사 Health
News Network(보건 정보망)의 극비 인간 실험의 역사에 따르면 1931년부터
인간 실험이 시작된 것을 밝히고 있습니다. 게다가 Health News Network(보건
정보망)에 보건과 인간 실험에 관련된 정선된 많은 매우 쟁점이 되는
기밀 해제되고 찾기 어려운 정부 문서들이 올려져 있습니다. 미국 국가안보기록보관소에
보관된 미국방성 인간 방사 실험 활동에 대한 검토에 따르면 DOD가 지난
50년 이상동안 인간 방사 실험의 참여의 범위를 문서화하고 드러내는
일을 전적으로 담당하고 있다을 공개하고 있습니다.26) ⑸ 정신통제 기술의 판례 미국의
정신통제 관련 소송 역사에서 정신통제는 CIA VS SIMS(Central Intelligence
Agency vs John Cary Sims and Sidney M. Wolfe) 판례에서 볼 수 있듯이
CIA가 파트너가 된 것을 알 수 있습니다. 27) ⑹ 정신통제 법안 2001년. 미국의 하원 Mr. KUCINICH는 미국에서 공중에서 발사하는 무기를 영원히 금지함으로써 인류를 위해 공간을 협력적이고 평화롭게 사용, 보존하고 공중에서 발사하는 무기(Space-based Weapons)의 금지를 위한 세계 조약의 채택 및 이행을 위한 조치를 취해 줄 것을 대통령에게 요구하는 우주 보존법(Space preservation Act of 2001)을 제출하였습니다. HR 2977 IH 법안에 따르면 정보전, 분위기 관리, 개인이나 인구의 정신통제(mind control) 목적으로 우주에 발사하는 무기(Space-based Weapons)가 사용된다는 것을 밝히고 있습니다. 28)
8. 결론 국제 동향에 동승하여 레이다의 진화와 첩보위성을 이용한 정신통제 기술의 진보로 인한 군과 정보부 요원이 사용하는 기밀분류된 고등무기의 microwave 발신 행위와 정신 통제 기술(microwave & mind control technology) 사용으로 인한 명백하고도 위험한 개인의 자유와 권리 침해 행위를 국가 차원의 전문가 중심 조사와 microwave and mind control technology(microwave 발신 행위와 정신 통제 기술) 사용에 대한 심각성에 대국민 홍보를 통해 다시는 microwave 발신 행위와 정신 통제 기술(microwave and mind control technology) 사용으로 인한 피해 사례가 없도록 하는 것이 우리의 사명이라고 사료됩니다.

"에셜런 감청 공포 한국 예외 아니다" 한반도 정보 수집 호주기지등서 총괄 추정 미국·영국 등의 주도로 전세계의 모든 통신을 감청해왔다는 '에셜런'(Echelo)의 존재가 지난 27일 공식 확인된 가운데 한국에도 에셜런과 유사한 정보수집기관이 있을 것으로 추정된다는 주장이 제기돼 주목을 끌고 있다. 27일 유럽의회보고서에 따르면 에셜런 본부는 영국 노스요크셔의 맨위드 힐(Menwith Hill) 기지에 있는 것으로 파악됐다. 이 기지는 1956년께 미국이 소련을 감시하기 위해 건설했다. 그러나 냉전이 끝난 뒤에도 이 기지는 전세계에 대한 도청과 감청센터를 계속 확장돼왔다. 전문가들에 따르면 에셜런의 조직과 정보는 세계 최고 수준이다. 이 기관에서 유럽, 북아프리카, 아시아의 모든 정보를 취합해 다루고 있는 것으로 알려졌다. 전세계 정치가와 테러리스트 명단을 주요대상으로 확보해 감시하고 있다. 전문가들은 한반도 정보를 총괄하고 있는 에셜런 기지가 호주와 뉴질랜드에 있다고 주장한다. 호주와 뉴질랜들에 아시아를 감시하는 에셜런 기지가 있기 때문이다. 한반도에서 미군이 정보를 수집하는 기지는 험프레이 캠프와 오산 공군 기지다. 이곳에는 일명 '주한미군 전자도청부대 501'이 있는 것으로 알려졌다. 이 기지가 에셜런과과 연계돼 있다는 것을 확인된 적은 없다. 그러나 에셜런이 미국의 정보수집망과 연계해 활동한다는 점을 감안한다면 한반도 정보를 총괄하고 있을 것으로 추정된다. 이곳에서는 한반도 상공에 떠 있는 U-2R 정찰기를 통해 24시간 정보를 수집하고 있다. 이 센터에서 걸러지는 정보는 한반도 주둔 미 공군과 한국 공군, 미 태평양 함대가 공유한다.
